ABC News Interview with Richard Howitt on the California Drought

Despite recent rains, California’s drought continues. There are serious concerns about the ongoing lack of water in the state, which constitutes the world's eighth largest economy. A recent NASA study estimates that the state needs 11 trillions gallons of water to end the crisis. North America correspondent Michael Vincent for ABC News (Australia) interviewed Richard Howitt, Professor Emeritus of Agriculture and Resource Economics at the University of California Davis.
